When to use it
Attach -는 to the verb stem and follow with 중이다. Stems ending in ㄹ drop it: 만들다 gives 만드는 중이에요. With a noun, 중이다 attaches directly: 회의 중, 공사 중, 통화 중.
中 means “middle,” and the word keeps that sense. The action has a beginning and an end, and you are between them. That is why it suits explaining why you cannot do something else right now: 지금 회의하는 중이라서 나중에 전화드릴게요.
It takes action verbs with a clear span. Continuous states do not work: 한국에 사는 중이에요 is wrong, because living has no midpoint you are passing through. Use 살고 있어요.
Adjectives are impossible for the same reason.

Compared with
-고 있다
-고 있다 covers any action in progress, including long-running situations. -는 중이다 needs an action with a clear start and finish.
한국어를 배우고 있어요. (ongoing project) / 지금 수업하는 중이에요. (right now, mid-class)
-는 동안
-는 동안 frames a period during which something else happens; -는 중이다 is a predicate stating where you are in an action.
회의하는 동안 전화가 왔어요. (during it) / 회의하는 중이에요. (I’m in it)
Noun + 중
Very common on signs and in service language: 공사 중, 준비 중, 사용 중. Learning these as vocabulary is efficient.

Stems ending in ㄹ drop it before -는, as everywhere in the modifier system.
저는 서울에 사는 중이에요.

Living has no midpoint to be in. 중이다 needs an action with a beginning and an end.
요즘 날씨가 좋는 중이에요.
요즘 날씨가 좋아지고 있어요.
Adjectives cannot take this ending. For a state changing over time, use -아/어지다 with -고 있다.
