When to use it
에 따르면 attaches to a noun that names a source: a report, a survey, a person, a document. It does not attach to verb stems.
The sentence normally closes with a reported ending — -다고 한다, -(이)라고 한다, or the written -(으)ㄴ다. 일기예보에 따르면 내일 비가 온다고 한다. Leaving the second half unmarked makes the source claim dangle.
Using it distances you from the claim. That is exactly its value in journalism and academic writing: you report without endorsing.
For a person as source, 의하면 and 말에 따르면 are common: 그의 말에 따르면.

Similar shape, different job. 에 따라 means “depending on”; 에 따르면 means “according to.” The 면 turns the source into a premise.

The two work as a pair. 에 따르면 names the source at the front; the reported ending marks the claim at the back.
