When to use it
Attach -기 이전에 to a stem — no vowel rule, ㄹ stays, no tense in front. With a noun, 이전에 attaches directly: 회의 이전에. 이전 is a noun and takes a space.
In the temporal use it simply means “before,” the same as -기 전에 but heavier.
Its distinctive use is logical priority: 학생이기 이전에 한 사람의 시민이다 — before being a student, one is a citizen. Here nothing is happening in time at all; one thing is more fundamental than the other.
That rhetorical shape — A이기 이전에 B이다 — is worth memorising whole. It appears constantly in speeches and editorials.
