The form follows the modifier system, though in practice it is nearly always an adjective with -(으)ㄴ: 이른 감, 성급한 감, 부족한 감. 감 is a noun and takes a space.
The judgement is mild and critical — something is slightly off, a little too much or too little: 결정이 조금 이른 감이 있습니다.
Adverbs like 조금, 다소, 약간 almost always accompany it, reinforcing the hedge.
Its value is social. You are registering an objection while leaving the other person room, which is why it is standard in professional discussion.
