When to use it
With a noun it attaches directly and never changes shape: 작년에 비해서, 다른 나라에 비해서. The 서 is optional — 에 비해 is equally correct and more common in writing.
To compare a whole clause, you need a nominaliser first: 노력한 것에 비해서 결과가 좋지 않아요. The particle cannot attach to a verb stem on its own.
It sounds analytical, so it fits reports, reviews, and statistics: 작년에 비해 수출이 십 퍼센트 증가했다. In everyday chat, 보다 is the natural choice.
The variant -에 비하면 makes the benchmark conditional — “if you compare it with” — and often softens a judgement.

Same job, different register. 보다 states which is greater; 에 비해서 frames one as the reference point for judging the other.
작년보다 많아요. (more than last year) / 작년에 비해 많습니다. (higher relative to last year)
만큼
만큼 says the two match; 에 비해서 sets a standard and then reports how the other measures against it, often unfavourably.
작년만큼 팔렸어요. (as much as last year) / 작년에 비해 적어요. (less than last year)
-에 비하면
Adding 면 turns the benchmark into a supposition and usually softens what follows. Useful when the comparison might sound harsh.
서울에 비해 조용해요. / 서울에 비하면 조용한 편이에요.
