Attachment is the standard rule with the ㄹ short form: 만들다 gives 만들 법도 하다. 법 is a noun and takes a space.
The 도 shifts the meaning from bare plausibility to sympathetic understanding: 그런 대접을 받았으니 화가 날 법도 하다 — treated like that, one could well be angry.
A reason usually precedes it, giving the grounds for the sympathy: 그런 일을 겪었으니, 오래 기다렸으니.
It is very close to -(으)ㄹ 만도 하다. The difference is small: 만도 하다 is warmer and more spoken, 법도 하다 a shade more detached.
