When to use it
Attach -기 일쑤이다 to a verb stem — no vowel rule, ㄹ stays, no tense in front. 일쑤 is a noun and takes a space.
The event must be both repeated and unwelcome: 그는 약속에 늦기 일쑤였다. A one-off does not qualify, and neither does a good habit.
Past is expressed on 이다: 늦기 일쑤였어요. The -기 in front never changes.
Against -곤 하다, which reports a neutral habit, 일쑤이다 adds disapproval. And against 십상이다, which warns about what might happen, this describes what already does.

-곤 하다 reports a habit neutrally, good or bad. 일쑤이다 restricts it to habits worth complaining about.

-기 마련이다
마련이다 states a universal truth; 일쑤이다 describes one person’s recurring failing.
누구나 실수하기 마련이에요. (everyone does) / 그는 실수하기 일쑤였다. (he kept doing it)
Watch out
어제 약속에 늦기 일쑤였어요.
어제 약속에 늦었어요.
일쑤이다 describes a repeated pattern. A single occasion takes the plain past.
그는 일찍 오기 일쑤였다.
그는 일찍 오곤 했다.
일쑤이다 carries disapproval. For a neutral or positive habit, -곤 하다 is the right form.
그는 약속에 늦었기 일쑤였다.
그는 약속에 늦기 일쑤였다.
-기 never carries tense. The past goes on 이다.
