When to use it
The form follows the modifier system: verbs take -는 한편, adjectives -(으)ㄴ 한편. Stems in ㄹ drop it, and 한편 takes a space.
Two readings share the form. Contrast: 수출은 늘어나는 한편 내수는 부진하다. And parallel action, where one party does two things at once: 정부는 지원을 확대하는 한편 규제도 강화했다.
In the parallel reading the two actions belong to the same subject and are usually deliberate — a strategy with two prongs.

-(으)면서 marks simultaneity in ordinary speech; 한편 does the same in written analysis and implies a deliberate pairing.

Standing alone at the head of a sentence it means “meanwhile” and shifts to a new topic. News bulletins use it constantly.
