When to use it
The particle follows the usual rule: consonant-final nouns take 을, vowel-final ones 를. The spoken form is 비롯해서, the written 비롯하여.
The noun you name should be the foremost or most representative of the set: 서울을 비롯한 수도권 지역 — Seoul first, then the region around it. Naming a minor member sounds odd.
The modifier form -을/를 비롯한 is at least as common, and it sits directly in front of the noun it covers.
The register is written and formal — news, reports, announcements. In speech, 등 or 같은 does the job more simply.
