When to use it
Attachment is identical to -(으)ㄹ 때: vowel stems take -ㄹ, consonant stems -을, and a ㄹ stem adds nothing. 만들다 gives 만들 때마다.
It states that the second clause happens on every single occasion of the first: 그 노래를 들을 때마다 고향 생각이 나요. Because it claims every time without exception, it is stronger than -(으)면, which merely sets a condition.
Nouns take 마다 on their own — 주말마다, 아침마다 — so -(으)ㄹ 때마다 is only needed when the trigger is a verb.

-(으)ㄹ 때
-(으)ㄹ 때 names a time; adding 마다 insists on all of them. Without 마다 the sentence allows exceptions.
한국에 갈 때 그 식당에 가요. (when I go) / 갈 때마다 가요. (every single time)
-(으)면
-(으)면 sets a condition that may or may not occur; -(으)ㄹ 때마다 assumes it recurs and counts each occasion.
비가 오면 안 나가요. (if it rains) / 비가 올 때마다 무릎이 아파요. (every time it rains)
마다
With a noun, 마다 works alone. The longer form exists only because verbs cannot take a particle directly.
주말마다 등산해요. / 쉴 때마다 등산해요.
