When to use it
The consonant rule is the usual one: nouns ending in a consonant take 이야말로, those ending in a vowel take 야말로. It replaces 은/는 and 이/가 rather than stacking on them.
The claim is one of emphatic identification: 건강이야말로 가장 큰 재산이다 — health is the true wealth. The sentence usually goes on to define or praise.
Because of that, the predicate is normally a positive assertion — 이다, 필요하다, 중요하다. A negative or trivial predicate undercuts the emphasis.
It is written and rhetorical, at home in speeches, essays, and slogans.
