Attachment is the standard rule with the ㄹ short form: 만들다 gives 만들 턱이 없다. 턱 is a noun and takes a space.
Like -(으)ㄹ 리가 없다, it denies likelihood rather than ability. The difference is tone: 리가 없다 is neutral disbelief, while 턱이 없다 carries irritation or scorn.
The past goes inside for something already finished: 벌써 끝냈을 턱이 없다.
It appears mainly in speech and dialogue. Formal writing prefers 리 만무하다 or 리가 없다.
