When to use it
With a noun it attaches directly: 교육에 있어, 협상에 있어. With a clause, nominalise with -(으)ㅁ first, keeping the ㄹ: 만듦에 있어. The fuller 에 있어서 is equally common.
It sets up the domain a claim applies to: 사안을 판단함에 있어 신중해야 한다.
Now the caveat. Korean style guides treat 에 있어서 as an over-used import, modelled on the Japanese における, and recommend replacing it. 판단할 때 or a plain -는 데 usually says the same thing more naturally.
It is worth knowing because you will meet it constantly in official documents. It is worth using sparingly for the same reason everyone else is told to.

The plainer alternative, and usually the better one. Style guides recommend it wherever 에 있어 would do.

Similar-looking, different job. 데 있다 locates the essence of something; 에 있어 merely frames the domain.
문제는 준비가 부족한 데 있다. (the problem lies there) / 판단함에 있어 신중해야 한다. (when judging)
-(으)ㅁ에 따라
Part of the same -(으)ㅁ family, with the same ㄹ trap: 만듦. 따라 marks proportion; 있어 marks a domain.
