When to use it
Attach -기 짝이 없다 to an adjective stem — no vowel rule, no tense in front. 짝 is a noun and takes a space.
The feeling must be unwelcome: shame, regret, absurdity, danger. This is not a stylistic tendency but a restriction — 기쁘기 짝이 없다 sounds wrong to a Korean ear.
A short list of adjectives covers most usage: 부끄럽다, 안타깝다, 어이없다, 위험하다, 무례하다, 한심하다. All of them describe something you disapprove of.
The register is formal and written — editorials, statements, formal complaints. It is a step above 너무 or 정말 in both intensity and stiffness.

정도로 measures intensity by naming a threshold; 짝이 없다 simply declares it beyond comparison.

A useful contrast. 더할 나위 없다 is praise — nothing could be added. 짝이 없다 is criticism — nothing compares.
더할 나위 없이 좋았다. (perfect) / 부끄럽기 짝이 없다. (utterly shameful)
