The form follows the modifier system: verbs take -는 실정이다, adjectives -(으)ㄴ 실정이다. Stems in ㄹ drop it, and 실정 takes a space.
The situation described is nearly always unsatisfactory. 실정 carries the sense of a gap between how things should be and how they are: 예산이 부족한 실정입니다.
It is a way of stating a problem without assigning blame, which is why it appears constantly in official reports and briefings.
The register is formal and written. In speech, 상황이다 or a plain statement does the same job.
